What a gold IRA means for Bexar County residents

A gold IRA is a self-directed individual retirement account that holds physical precious metals. The IRS calls this structure a self-directed IRA, or SDIRA. It operates under the same contribution limits, distribution rules, and tax treatment as any other IRA. The key difference is the asset inside: physical metal rather than paper securities.

The custodian of an SDIRA must be an IRS-approved nonbank trustee or a bank acting as trustee under IRS guidelines. The custodian holds the account, processes the metal purchase through a dealer you select, and arranges delivery to an approved depository. No physical metal ever comes to your home without triggering a taxable distribution.

Bexar County contains San Antonio, the county seat and the second-largest city in Texas by population. The county has a large retiree population and one of the highest concentrations of military and federal workers in the United States. Workers with careers in federal service, city and county government, healthcare systems like UT Health San Antonio, and the private sector have accumulated 401(k), TSP, 403(b), and other retirement plan balances that are often rollover-eligible after separation.

Location does not restrict which gold IRA you can open. A Bexar County resident uses the same national pool of IRS-approved custodians, dealers, and depositories as any other U.S. resident. What Texas residency affects is the state tax treatment of any distribution you eventually take from the account.

Texas advantages for Bexar County gold IRA holders

Texas does not impose a state personal income tax. Article 8, Section 24 of the Texas Constitution, reinforced by Proposition 4 in November 2019, requires a two-thirds supermajority of the Legislature plus a statewide referendum before any state personal income tax could be enacted. That provision makes the protection unusually durable.

For a Bexar County resident, the result is a shorter tax stack at distribution time. A required minimum distribution, an early withdrawal, or a Roth conversion from a gold IRA is reported on federal Form 1099-R and taxed on federal Form 1040. No Texas state return captures personal IRA income. No Texas state withholding appears on Form 1099-R.

The gap against high-bracket states is real. A California retiree taking large IRA distributions can owe up to 13.3 percent in California state income tax on top of federal tax. A Bexar County retiree taking the same distribution owes $0 to Texas. The second Texas advantage is the Texas Bullion Depository in Leander, approximately 165 miles from San Antonio. It is the only state-administered and state-audited precious-metals depository in the United States. Lone Star Tangible Assets operates the depository under IRS nonbank trustee approval granted in 2023, which allows IRA-titled metal to be held at the facility.

The JBSA military factor and TSP rollovers

Joint Base San Antonio, or JBSA, is one of the largest military installations in the United States by personnel count. It encompasses Fort Sam Houston, Lackland Air Force Base, and Randolph Air Force Base within Bexar County. Tens of thousands of active-duty, reserve, and retired military personnel live in and around San Antonio, along with a large civilian federal workforce supporting the bases.

Military and federal civilian employees accumulate retirement savings primarily through the Thrift Savings Plan, or TSP. After separating from federal service or leaving active duty, a TSP account can be rolled into a self-directed IRA, including a gold IRA. The key is a direct rollover to the new custodian. Done correctly, the move incurs no federal tax and no 10 percent early-withdrawal penalty. Texas adds no state tax on top of that federal treatment.

The San Antonio Fire and Police Pension Fund also serves Bexar County residents in city public safety roles. Ongoing monthly annuity payments from a defined-benefit pension plan cannot be rolled into an IRA. However, a lump-sum refund of your own contributions after separation may be rollover-eligible, depending on your specific plan. Confirm with your plan administrator before proceeding. Veterans who receive VA disability compensation should note that VA disability payments are not earned income and cannot be contributed to an IRA. They are also not rollover-eligible. Only qualified retirement plan assets or earned income contributions fund a gold IRA.

Which metals go in a gold IRA

IRC Section 408(m) sets the eligibility floor. Collectibles are generally prohibited inside an IRA, but Congress carved out an exception for bullion and coins meeting minimum fineness standards. The informal term “gold IRA” covers all four IRS-approved precious metals: gold, silver, platinum, and palladium.

The American Gold Eagle is the most common exception worth knowing. Its gold content is .9167 (22-karat), below the .995 floor. Congress named it explicitly in IRC Section 408(m)(3)(A) in 1997, making it IRA-eligible by statute. The South African Krugerrand is also .9167, but Congress did not extend that same exception to it. The Krugerrand is not IRA-eligible.

Numismatic or graded coins purchased for their collector premium are not eligible. The practical standard is that the value of IRA metal should derive primarily from metal content, not from rarity or collector demand. High-premium proof coins are a compliance area worth discussing with your custodian before purchase.

How to open a gold IRA from Bexar County

The process follows the same five-step sequence for any U.S. resident. Bexar County and San Antonio context is noted where it applies.

  1. Confirm your funding source. Identify the account you plan to use: TSP, 401(k) from a former employer, existing traditional or Roth IRA, 403(b), or 457(b). JBSA federal workers and military separatees most commonly roll a TSP. Healthcare workers at UT Health San Antonio or other hospital systems may have 403(b) or 457(b) plans. San Antonio Fire and Police Pension members should confirm whether a lump-sum refund of their own contributions is available before starting. Each plan type has its own rollover rules.
  2. Choose an IRS-approved self-directed IRA custodian. Custodians specializing in precious metals include Equity Trust Company, STRATA Trust Company, GoldStar Trust Company, and Madison Trust. Compare annual fees, account minimums, and depository relationships. Equity Trust is currently the first custodian to coordinate with the Texas Bullion Depository for IRA storage.
  3. Open the SDIRA and initiate the rollover or transfer. Complete the custodian’s account application. For a TSP or 401(k) rollover, request a direct rollover so the plan sends funds directly to the custodian (Code G on Form 1099-R, no federal tax, no 10 percent penalty). For a trustee-to-trustee IRA transfer, the sending custodian moves funds directly. Both methods avoid the 60-day clock and 20 percent mandatory withholding that apply to indirect rollovers.
  4. Select IRS-approved precious metals with a dealer. The custodian executes the purchase based on your instructions. Confirm the metal meets the fineness standards in the table above. Get written confirmation of the exact product, fineness, and price before funds move. Common bullion coins and bars typically carry a 1 to 5 percent markup over spot; premium proof sets can carry markups far higher.
  5. Arrange delivery to an IRS-approved depository. The dealer ships the metal directly to the depository under your SDIRA account. Options for Bexar County residents include the Delaware Depository, Brinks Global Services, CNT Depository, International Depository Services (IDS, with a Texas facility), and the Texas Bullion Depository in Leander. Metal cannot pass through your hands without triggering a taxable distribution.

Fees to budget for

Gold IRA costs run in layers. Each layer is paid to a different party: the custodian, the depository, and the dealer. None of these appear on your statement the way mutual fund expense ratios do. Understanding each fee line before you open an account is the single most important financial step in the process.

Fixed annual fees hit smaller accounts hardest. A $400-per-year combined fee (custodian plus storage) represents a 1.33 percent annual drag on a $30,000 account but only 0.40 percent on a $100,000 account. Smaller balances carry the highest fixed-cost pressure relative to account value.

Annual contribution limits

A gold IRA follows the same annual contribution limits as any other IRA. For the 2026 tax year, the standard limit is $7,500. This applies across all of a person’s IRAs combined, whether traditional, Roth, or self-directed. The limit is not per account.

For age 50 or older, the catch-up addition is $1,100 for 2026, raising the total to $8,600. The catch-up increased from $1,000 to $1,100 starting with the 2025 tax year under SECURE 2.0. That change benefits the Bexar County retiree and pre-retiree population directly.

Most Bexar County residents funding a gold IRA will do so through a rollover, not through new annual contributions. A rollover from a TSP, 401(k), or other qualified plan does not count toward the annual contribution limit and has no dollar cap at the federal level. It is the rollover path, not new contributions, that drives most gold IRA account sizes.

Where the metal is actually stored

IRS rules require that precious metals held in an IRA be in the physical possession of a bank or an IRS-approved nonbank trustee. Keeping gold IRA metal at home or in a private safe deposit box constitutes a taxable distribution in the year the metal leaves the depository’s custody.

The landmark ruling on this is McNulty v. Commissioner (2021). The U.S. Tax Court held that a taxpayer who took home delivery of IRA gold coins had effectively distributed the entire account value in the year of delivery, triggering income tax and the 10 percent early withdrawal penalty on the full amount.

When a gold IRA is not the right move

Cases where the gold IRA math works against you:

Small account balance. On a $15,000 account, $300 in combined annual fees represents a 2 percent drag before any dealer markup at purchase. That level of fixed-cost pressure requires substantial price appreciation just to break even. Gold IRA economics improve meaningfully at higher account balances.

Short time horizon. If you expect to need the funds within five years, the dealer markup on the buy side plus transaction costs on the exit compresses the window for any potential benefit. Gold IRAs work best as long-hold positions within a broader retirement plan.

Heavy markups on proof or premium coins. Some dealers push proof coin sets with markups of 30 to 100 percent over spot. The Texas no-income-tax advantage is absorbed quickly against that kind of entry cost. Stick to common bullion products at markups close to spot.

Early withdrawal before age 59 and a half. The federal 10 percent additional tax on most early distributions applies regardless of Texas residency. On a $60,000 early withdrawal, the federal penalty alone is $6,000 before income tax. Texas removes no portion of that federal cost.

Active employer plan with no in-service rollover. Most qualified plans do not allow rollovers while you are still employed, unless the plan permits in-service withdrawals after age 59 and a half. TSP allows limited in-service withdrawals under specific circumstances. Verify your plan’s specific rules before beginning any rollover process.

Defined-benefit pension annuity already in payment. If you receive a monthly annuity from the San Antonio Fire and Police Pension Fund or any defined-benefit plan, that payment stream cannot be rolled into a gold IRA. Only a lump-sum distribution of your own contributions after separation, if your plan offers one, may qualify. Confirm with your specific plan administrator before acting.

VA disability compensation. VA disability payments are not taxable income and cannot be contributed to or rolled into any IRA, including a gold IRA. They are excluded from eligible compensation for IRA purposes.

Does Texas tax gold IRA distributions for Bexar County residents?

No. Texas does not impose a state personal income tax. The term “gold IRA” is informal; the more accurate name is a self-directed IRA holding precious metals.

How are required minimum distributions handled in a gold IRA?

RMDs begin at age 73 for those born between 1951 and 1959, and at age 75 for those born in 1960 or later (starting in 2033). Two options satisfy an RMD from a gold IRA: sell metal inside the account to distribute cash, or take an in-kind distribution of physical metal at its fair market value on the distribution date.
