LSTA received IRS approval as a nonbank trustee in 2023, which allows IRA-titled metal to be held at the facility. Equity Trust Company is the first custodian publicly coordinating with the depository for IRA assets, per the depository’s own IRA storage page. El Paso accounts and rollover paths

El Paso sits in El Paso County in far west Texas, anchored on its northeastern edge by Fort Bliss. Fort Bliss is one of the largest U.S. Army installations by land area and a primary economic driver for the region. Military personnel and federal civilian employees at Fort Bliss accumulate retirement savings in the Thrift Savings Plan (TSP).

A TSP account from a separated federal employee or retired service member can be rolled directly into an SDIRA. The rollover uses the same direct mechanism as a 401(k): the TSP sends funds directly to the receiving custodian under a rollover distribution code. Active-duty military and current federal employees should check tsp.gov for current in-service withdrawal and rollover rules before initiating anything.

The University of Texas at El Paso (UTEP) offers eligible employees the Optional Retirement Program (ORP), a defined-contribution plan using annuity or mutual fund vehicles. ORP balances in certain 403(b)-style vehicles may be rollover-eligible after separation. Verify current ORP rollover rules with the UT System Benefits Office before acting.

Teachers in El Paso ISD, Ysleta ISD, Socorro ISD, and other El Paso County school districts are members of the Teacher Retirement System of Texas (TRS), the largest Texas public pension. A lump-sum refund of member contributions is available after separation from TRS-covered employment. The ongoing monthly TRS annuity cannot be rolled into an IRA.

Which metals qualify for a gold IRA

IRC Section 408(m) defines which precious metals may be held in an IRA. Collectibles are prohibited as a general rule, but Congress carved out an exception for bullion and certain coins meeting minimum fineness standards. The informal term “gold IRA” covers an account that can hold gold, silver, platinum, and palladium, each at its own fineness floor.

The Krugerrand exclusion applies to El Paso residents who may hold coins from personal collections or estate inheritances. A Krugerrand is 22-karat gold (.9167 fine), matching the American Gold Eagle in purity. Unlike the Eagle, Congress did not name it in the statute. A Krugerrand transferred into an IRA constitutes a prohibited collectible transaction under IRC 408(m).

High-premium proof coin sets pushed by some dealers raise a separate concern. The IRS has not published a bright-line rule defining when a coin’s premium crosses into collectible territory. The practical standard: IRA metal value should derive primarily from metal content, not from rarity or collector demand. Ask your custodian to confirm any specific product before funds move.

How to open a gold IRA from El Paso

The process follows the same five steps for any U.S. resident. El Paso-specific context is noted at each relevant step.

  1. Identify your funding source.   3. Open the SDIRA and initiate the rollover or transfer. Complete the custodian’s application. For a TSP or 401(k) rollover, request a direct rollover: the plan sends funds directly to the new SDIRA custodian. Form 1099-R shows Code G. Federal tax owed: $0. Texas state tax owed: $0. No early-withdrawal penalty applies to a properly executed direct rollover. For an IRA-to-IRA transfer, the sending custodian moves funds directly with no 60-day clock.
  4. Select IRS-approved precious metals through a dealer. Your custodian executes the purchase based on your direction. Choose a dealer and a product meeting the fineness standards in the table above. Obtain written confirmation of the exact product name, weight, fineness, and price before any funds move. Ask the dealer for the refiner’s NYMEX/COMEX or LBMA accreditation number.
  5. Arrange delivery to an IRS-approved depository. The dealer ships metal directly to the depository under your SDIRA account title. For El Paso residents, options include the Delaware Depository in Wilmington, Brinks Global Services, CNT Depository, International Depository Services (IDS, which has a Texas facility), and the Texas Bullion Depository in Leander (approximately 430 miles east of central El Paso). The dealer adds a markup on the metal itself. None of these appear on a consolidated annual statement the way a mutual fund expense ratio does.

On a $100,000 account, $400 in annual fixed fees represents a 0.4 percent drag. On a $30,000 account, the same $400 represents a 1.3 percent drag. Smaller balances absorb fixed costs more acutely. Where El Paso IRA metal is stored

IRS rules require precious metals held in an IRA to be in the physical possession of a bank or an IRS-approved nonbank trustee. Taking personal possession of IRA metal is a taxable distribution in the year of possession, regardless of intent.

Premium or proof coins with excessive markups. Some dealers push premium coin sets with markups of 30 percent to 100 percent over spot.
